Overview


C ost overruns and schedule delays are endemic to completing large infrastructure projects. Nine out of 10 projects incur some cost escalation, and an even larger number of projects are completed later than originally anticipated. Although these issues cross all borders, they are very pronounced in developing nations where new, less experienced institutions-in both the public and private sectors-are embarking on large, complex projects.

Every project has a lifecycle. According to PMBOK, there are five phases in the licecycle of a project. These phases are described below.



PHASE 1

An idea for a project will be carefully examined to determine whether or not it benefits the organization. During this phase, a decision making team will identify if the project can realistically be completed.

PHASE 2

A project plan, project charter and/or project scope may be put in writing, outlining the work to be performed. During this phase, a team should prioritize the project, calculate a budget and schedule, and determine what resources are needed.

PHASE 3

Resources' tasks are distributed and teams are informed of responsibilities. This is a good time to bring up important project related information.

PHASE 4

Project managers will compare project status and progress to the actual plan, as resources perform the scheduled work. During this phase, project managers may need to adjust schedules or do what is necessary to keep the project on track.

PHASE 5

After project tasks are completed and the client has approved the outcome, an evaluation is necessary to highlight project success and/or learn from project history.

From an external perspective, it is difficult to pinpoint what triggers delays and cost overruns in any specific large-scale project. However, many projects cost more and take longer than anticipated because of a lack of coordination and alignment of interests between the project owner and the project manager. For most organizations, successfully managing large infrastructure development is an extremely difficult task. Cost overruns and schedule delays tend to be the norm rather than the exception. No sector is immune to these challenges: Rail development projects experience cost overruns of 45 percent on average, tunnel and bridge projects more than 30 percent, and road projects about 20 percent. Problems in project execution have significant implications for owners-financial losses and lost business opportunities, as well as political pressures and damaged reputations.

The project manager must be able to develop a fully integrated information and control system to plan, instruct, monitor and control large amounts of data, quickly and accurately to facilitate the problem-solving and decision- making process.

Undefined/unclear Goals

When goals are not clearly defined, it is impossible for the team to meet them. This is critical - unfortunately it is often overlooked in an effort to keep the project moving.

Scope Changes

Scope changes occur when project management allows the scope to slide and extend beyond its original objectives. Managing these changes effectively is key to a project's success.


Inadequate Skills

Lack of understanding of skillset and competencies often lead to assigning wrong people for a job. Changing personnel at a later stage in the project could be expensive.

Lack of Accountability

Lack of accountability around project participants for their work often arises from poor communication of expectations and lack of tools to manage these expectations.


Improper Risk Management

Not everything is known at the beginning of a project. Not properly managing these unknowns often lead to failure. Lack of proper tools to assess these risks is the main cause.

Unclear Contingency Plans

For all the things that are unknown, lack of contingency plans only leads to chaos in a project. Project manager needs to define these contingency plans at the beginning of the project.


Poor Communication

Many project managers and team members do not provide enough information to enough people, along with the lack of an infrastructure or culture for good communication.

Impractical Deadlines

Aggressive time estimates, and underestimating the scope/requirements often lead to schedule that are impossible to accomplish. Proper planning tools can eliminate this problem.


Resource Re-allocation

Projects usually compete for resources (people, money and time) against other projects. Proper resource planning and scheduling tools will mitigate this problem.

Mismanage Procurements

Not properly managing the procurement process leads to many issues like incompetent vendor selection, failure to deliver procured items on schedule and cost overruns.

The project manager is expected to integrate all aspects of the project, ensure that the proper knowledge and resources are available when and where needed, and above all, ensure that the expected results are produced in a timely, cost- effective manner.
